Youth and Government in Action: Shaping Smarter Tourism Services

Youth 4 Governance team with the Minister of Tourism, Laura Lahoud

What does it take to modernize public services from within? For one Youth4Governance (Y4G) team, the answer began with understanding how Lebanon’s Ministry of Tourism works and identifying opportunities to make its services more efficient, accessible, and transparent.

Working alongside Ministry staff, the team began with a detailed review of the institution’s legal and administrative framework. By examining existing laws, decrees, and procedures, they identified compliance challenges, mapped operational requirements, and laid the foundation for a solution tailored to the Ministry’s needs.

This groundwork led to the development of a digital platform with two portals: one for Ministry staff and another for citizens and businesses. Designed to bring licensing, inspections, data management, and complaints into a single system, the platform aims to simplify procedures, improve transparency, and strengthen service delivery.

Beyond developing the technology, the team trained Ministry staff and proposed legal and administrative reforms to support the platform’s long-term use and sustainability.

The project demonstrates that meaningful digital transformation goes beyond technology. It starts with understanding institutions, working alongside the people who run them, and building practical solutions that improve public services.
